We are seeking an accomplished and academically grounded Project Manager to lead Water Treatment Plant (WTP) and Wastewater Treatment Plant (WWTP) projects across the Jacksonville region. This role requires a professional who is not only technically proficient but also strategically adept, capable of navigating the complexities of large-scale infrastructure initiatives with clarity, authority, and precision.

The ideal candidate will bring a blend of academic knowledge, practical expertise, and proven leadership in the water/wastewater sector. You will oversee projects from inception through completion, ensuring adherence to scope, budget, schedule, and quality standards, while fostering collaboration among engineers, contractors, regulatory agencies, and community stakeholders.

Key Responsibilities

  • Direct and manage WTP/WWTP projects from planning through commissioning with a strong emphasis on technical excellence, regulatory compliance, and sustainable practices.

  • Lead project teams, providing academic-level insight and guidance on engineering principles, environmental impacts, and operational feasibility.

  • Develop, monitor, and control budgets, schedules, and project performance metrics, consistently delivering on time and within budget.

  • Serve as the primary liaison with municipalities, utilities, contractors, and design teams, ensuring seamless communication and accountability.

  • Interpret and apply federal, state, and local regulations while maintaining compliance with environmental and safety standards.

  • Prepare and present detailed project reports, proposals, and progress updates to senior leadership and stakeholders.

  • Champion a culture of accomplishment, continuous improvement, and innovation within the project delivery process.

Qualifications

  • Bachelor’s degree in Civil Engineering, Environmental Engineering, Construction Management, or a related discipline (Master’s preferred).

  • Professional Engineer (PE) license or ability to obtain in Florida strongly preferred.

  • 7+ years of progressive project management experience in WTP/WWTP or related infrastructure projects.

  • Demonstrated ability to lead multidisciplinary teams, manage multiple projects concurrently, and deliver results at a high level of complexity.

  • Strong command of project management methodologies, contract administration, and construction delivery models.

  • Excellent communication, analytical, and negotiation skills with the ability to influence and inspire at all organizational levels.
